juntas comunitarias de antes, marcadas por la bendición de las herramientas de

del Área Ngäbe, Bugle, Naso y Bribri</i>) en el Centro Misionero de Llano Ñopo
(Suliagatabiti), Distrito de Munä, Comarca Ngäbe-Bugle con la participación de
laicas y laicos, religiosas, sacerdotes de las diócesis de David, Santiago, la
prelatura de Bocas del Toro y acompañados por Mons. Aníbal Saldaña, OAR., de la
Prelatura de Bocas del Toro y Mons. Oscar Mario Brown de la Diócesis de
Santiago. En este encuentro centramos nuestra atención en el tema <i>“Producción

nuestra realidad alimentaria, en busca de repuestas a la escasez de alimentos
en nuestros pueblos. Acompañados por Acción Cultural Ngäbe (ACUN),
reflexionamos sobre los conceptos de <i>seguridad alimentaria</i> y <i>soberanía
alimentaria</i>, que es “el derecho que tienen los pueblos de definir efectiva

que producen alimentos contaminados con químicos, con modificaciones en las
semillas y productos que no respectan la integridad de la creación de nuestro

referente a la armonía en la creación de Dios y la gran responsabilidad que
tenemos de colaborar con nuestro trabajo a la tierra en la obra salvadora. Trabajar
según las fases de la luna, cuidar las semillas criollas, usar los recursos
locales, trabajar en conjunto y producir suficiente alimento para el consumo de
la familia son ejemplos de la sabiduría que nos toca rescatar, aunque en un
contexto donde la influencia de los productos de afuera y tecnologías dañinas

alimentaria nos parece un reto muy grande, pero a la vez tenemos señales de
esperanza en la rica experiencia de vida y tradiciones ancestrales de nuestros
pueblos, y la capacidad de resistencia con la que hemos enfrentado muchos retos
a lo largo de nuestra historia. Otra señal positiva son los diferentes prometedores
proyectos de producción alimenticia que existen en nuestras comunidades
indígenas que implementan nuevas tecnologías, muchos de ellos impulsados por
los equipos misioneros de la pastoral indígena. Tuvimos la oportunidad durante
el encuentro de compartir las experiencias de las zonas en cuanto a la
producción de alimento que incluye un modelo de producción hidroponía en Buenos
Aires, los cientos de huertos </span><span lang="ES" style="color: black; font-family: "Cambria","serif"; font-size: 12pt; mso-bidi-font-family: Tahoma; mso-fareast-font-family: "Times New Roman"; mso-fareast-language: ES-PA; mso-themecolor: text1;">familiares en la Prelatura de Bocas del Toro</span><span lang="ES" style="color: #2a2a2a; font-family: "Cambria","serif"; font-size: 12pt; mso-bidi-font-family: Tahoma; mso-fareast-font-family: "Times New Roman"; mso-fareast-language: ES-PA;">, la formación de cientos de agricultores en el proyecto PACTO de Tolé y

en todo consensuamos líneas de acción para promover la soberanía alimentaria en
nuestros pueblos, que incluye: a) Impulsar los componentes necesarios para la
promoción de una soberanía alimentaria, como la formación, organización,
promoción de una agricultura ecológica, una preferencia cultural en los
alimentos y enfoque en alimentos sanos;<i> b) </i>Valorar la sabiduría de
nuestros abuelos referente a la producción y alimentación como fuente de vida y
propuesta para solucionar los retos de alimentación; c) Fortalecer el trabajo
comunitario que ha servido a nuestros pueblos por generaciones; d) Promover
preferentemente el uso de variedades de semillas criollas en lugar de semillas
hibridas y transgénicas; y e) Implementar y divulgar las buenas técnicas

Central to the program is the agricultural project that involves formation gatherings, group work, family seed loans, animal breeding, tool sharing and “village sample farms”. Through a synthesis of traditional indigenous ngóbe practice and the best practices of organic methods today, we are developing a new model of “Alternative Ngóbe Agriculture”!<br /></span><br /><strong><span style="color:#663333;">In 2011 we have seen very significant improvement in crop quality and quantity.<br />The organic methods are taking hold and the participants are very excited to begin the next crop cycle in 2012.<br /><br /></span></strong><span style="color:#333300;">Additional projects such as latrines, rain water harvest systems, mud stoves and reforestation help the participants combat the conditions of extreme poverty, malnutrition and constant sickness in which the families live.<br /></span><br /><strong>In 2012 we hope to raise enough funds to test economical SOLAR LIGHT KITS in one the villages, which will open great new opportunities. All of our villages are off the electric grid. Candles and gas lamps are dangerous and battery lighting is expensive. We have tested an affordable light kit (under $100.00) in our chapels throughout 2011. The kit includes the solar panel, cables and lighting with integrated battery.</strong><br /><br />The road is not always easy and there is a lot of work to be done. Nos escandaliza el hecho de que luego de catorce años de tener la ley de la Comarca, apenas estamos organizándonos para responder a los grandes retos que tenemos. No sólo es culpa del pueblo o sus dirigentes, es también culpa de aquellos que no quieren que haya Comarcas y tratan de destruirlas.<o:p></o:p></span></p><br /><p style="TEXT-ALIGN: justify; MARGIN: 0cm 0cm 0pt" class="MsoNoSpacing"><span style="FONT-FAMILY: 'Cambria Math', 'serif'" lang="ES-MX"><span style="mso-tab-count: 1"></span>Duele nuestro corazón al ver la situación de mala salud, desnutrición de los niños, educación formal de mala calidad, inseguridad alimentaria que vivimos en la comarca y fuera de ella. Por ejemplo, en educación formal tenemos 555 centros en la Comarca Ngäbe-Buglé y hay 46 estudiantes por docente, según datos oficiales. O bien, hay lugares con hidroeléctricas y la gente del lugar no tiene luz.<o:p></o:p></span></p><br /><p style="TEXT-ALIGN: justify; MARGIN: 0cm 0cm 0pt" class="MsoNoSpacing"><span style="FONT-FAMILY: 'Cambria Math', 'serif'" lang="ES-MX"><span style="mso-tab-count: 1"></span>Nos preocupa muchísimo que luego de jornadas intensas de lucha con consecuencias de heridos, calumniados y muchas promesas, ahora se quiere ignorar todo eso y se habla de un nuevo Código Minero que no toma en cuenta –nuevamente- las aspiraciones de los pueblos originarios: <b style="mso-bidi-font-weight: normal">lo importante es la vida de la gente no las inversiones económicas en minas e hidroeléctricas</b>. Es importante tener en cuenta que la “huella ecológica” que dejamos nosotros y sobre todo los proyectos inmensos que nos han invadido y los que quieren venir, tendrán consecuencias de vida o muerte. <o:p></o:p></span></p><br /><p style="TEXT-ALIGN: justify; MARGIN: 0cm 0cm 0pt" class="MsoNoSpacing"><span style="FONT-FAMILY: 'Cambria Math', 'serif'" lang="ES-MX"><span style="mso-tab-count: 1"></span>Observamos con tristeza que muchas iniciativas estatales están decididas desde “afuera”, con gran ignorancia de la situación, sin consulta, con desprecio de la gente. Obras sobrevaloradas, promesas incumplidas, presiones politiqueras, demoras burocráticas, etc, son “dolores de cabeza” que tenemos que sufrir y que debemos denunciar. Por eso creemos que en todo esto es vital que se consulte al pueblo afectado.<o:p></o:p></span></p><br /><p style="TEXT-ALIGN: justify; MARGIN: 0cm 0cm 0pt" class="MsoNoSpacing"><span style="FONT-FAMILY: 'Cambria Math', 'serif'" lang="ES-MX"><span style="mso-tab-count: 1"></span>Vemos con dolor que los hermanos naso aún no tienen un territorio seguro que les garantice la poca tierra que les queda de la que habitaron por siglos. De igual manera, los hermanos de Riscó que han sido desalojados de sus lugares por causa de una gran represa, están a la espera de una respuesta justa.<o:p></o:p></span></p><br /><p style="TEXT-ALIGN: justify; MARGIN: 0cm 0cm 0pt" class="MsoNoSpacing"><b style="mso-bidi-font-weight: normal"><span style="FONT-FAMILY: 'Cambria Math', 'serif'" lang="ES-MX"><o:p></o:p></span></b></p><br /><p style="TEXT-ALIGN: justify; MARGIN: 0cm 0cm 0pt" class="MsoNoSpacing"><b style="mso-bidi-font-weight: normal"><span style="FONT-FAMILY: 'Cambria Math', 'serif'" lang="ES-MX">En lo pequeño está la fuerza<o:p></o:p></span></b></p><br /><p style="TEXT-ALIGN: justify; MARGIN: 0cm 0cm 0pt" class="MsoNoSpacing"><span style="FONT-FAMILY: 'Cambria Math', 'serif'" lang="ES-MX"><span style="mso-tab-count: 1"></span>Vemos con esperanza que hay signos de que lo que dice el Evangelio se está cumpliendo: la fuerza está en los pequeños, en los discriminados. Hay señales de mejor organización, de defensa del territorio, de desarrollo de las culturas, de aprecio y exigencia de la educación bilingüe intercultural, de aumentar el deseo de valorarse más como personas, de reforzar la confianza en nosotros mismos más que en las limosnas que nos vienen de fuera.<o:p></o:p></span></p><br /><p style="TEXT-ALIGN: justify; MARGIN: 0cm 0cm 0pt" class="MsoNoSpacing"><span style="FONT-FAMILY: 'Cambria Math', 'serif'" lang="ES-MX"><span style="mso-tab-count: 1"></span>Desde nuestras limitaciones, también hemos reflexionado sobre un tema particular y muy importante: La <b style="mso-bidi-font-weight: normal">educación intercultural bilingüe</b>. <span style="mso-spacerun: yes"></span>Hemos visto la importancia de tener en cuenta todas las culturas en la construcción de la identidad nacional. Panamá tiene una bendición de Dios y una gran riqueza: es un país pluricultural y multilingüe, reconocido en nuestra Constitución, en las leyes de educación nacional (Ley 47 y Ley 88), las leyes comarcales y reivindicado por las luchas milenarias de los pueblos originarios.<o:p></o:p></span></p><br /><p style="TEXT-ALIGN: justify; MARGIN: 0cm 0cm 0pt" class="MsoNoSpacing"><span style="FONT-FAMILY: 'Cambria Math', 'serif'" lang="ES-MX"><span style="mso-tab-count: 1"></span>La Educación, para nosotros, comienza en la casa y en la comunidad. Es lo que podemos llamar “<b style="mso-bidi-font-weight: normal">educación tradicional</b>”. Esta educación es fundamental para el fortalecimiento de la identidad de cualquier pueblo y más de los indígenas. También existe la “<b style="mso-bidi-font-weight: normal">educación no formal</b>” que es la que recibimos a través de múltiples talleres, reuniones, cursos, que se dan a lo largo y ancho de los territorios indígenas. Este tipo de educación nos sirve para desarrollar proyectos, para mejorar nuestra preparación como catequistas, para ayudarnos como comunidades. El tercer tipo de educación es la llamada “<b style="mso-bidi-font-weight: normal">formal</b>”, la que recibimos –los que pueden- desde el reconocimiento del Ministerio de Educación y desde las universidades.<o:p></o:p></span></p><br /><p style="TEXT-ALIGN: justify; MARGIN: 0cm 0cm 0pt" class="MsoNoSpacing"><span style="FONT-FAMILY: 'Cambria Math', 'serif'" lang="ES-MX"><span style="mso-tab-count: 1"></span>La educación tradicional hay que mantenerla, reforzarla, desarrollarla, difundirla porque tiene muchas cosas buenas y fortalece la identidad. La educación no formal hay que recibirla siempre que vaya en bien de la comunidad. La educación formal hay que reformarla porque no toma en cuenta nuestras culturas, tradiciones, idiomas, cosmovisión. Es cierto que existe formalmente la educación intercultural bilingüe pero tiene muchas dificultades para desarrollarse aunque en teoría sea muy buena.<o:p></o:p></span></p><br /><p style="TEXT-ALIGN: justify; MARGIN: 0cm 0cm 0pt" class="MsoNoSpacing"><span style="FONT-FAMILY: 'Cambria Math', 'serif'" lang="ES-MX"><span style="mso-tab-count: 1"></span>Como Iglesia Católica hemos intentado trabajar lo mejor posible en los tres niveles o tipos de educación. Apoyamos todo lo bueno que hay en la educación tradicional y tratamos de desarrollarlo. Constantemente buscamos mejorar la formación de catequistas y agentes de pastoral. También trabajamos desde la educación formal (Kankintu, Tolé, Llano Ñopo, Buenos Aires y otros) para que ésta sea cada vez de mejor calidad.<o:p></o:p></span></p><br /><p style="TEXT-ALIGN: justify; MARGIN: 0cm 0cm 0pt" class="MsoNoSpacing"><span style="FONT-FAMILY: 'Cambria Math', 'serif'" lang="ES-MX"><o:p></o:p></span></p><br /><p style="TEXT-ALIGN: justify; MARGIN: 0cm 0cm 0pt" class="MsoNoSpacing"><b style="mso-bidi-font-weight: normal"><span style="FONT-FAMILY: 'Cambria Math', 'serif'" lang="ES-MX">Dos mandamientos en uno<o:p></o:p></span></b></p><br /><p style="TEXT-ALIGN: justify; MARGIN: 0cm 0cm 0pt" class="MsoNoSpacing"><span style="FONT-FAMILY: 'Cambria Math', 'serif'" lang="ES-MX"><span style="mso-tab-count: 1"></span>Jesús nos dejó muy claro, con sus palabras y sus actitudes, qué es lo fundamental en la vida: el amor a Dios y el amor a los hermanos van unidos. Es más, amando en concreto a los hermanos que más sufren, encontramos a Dios (“lo que hagan a uno de mis hermanos más pequeños, a mí me lo hacen”). <b style="mso-bidi-font-weight: normal">Esta es la ley principal del cristiano y deberíamos llevarla a la práctica en nuestros compromisos.</b><span style="mso-spacerun: yes"> </span>También nos inspiran las <b style="mso-bidi-font-weight: normal">actitudes de Jesús</b>: por ejemplo, su invitación a la compasión y la misericordia (Lucas 6:36; 10:30-36; 15:11-32). En los territorios habitados ancestralmente por los indígenas y en el resto del país se han construido grandes hidroeléctricas, se han abierto (o se han intentado abrir) minas “a infierno abierto”. On Monday, February 7, 2011, several thousand indigenous Ngóbe came down from the Comarca to protest the Government’s intention to impose open-pit mining projects on Ngóbe lands, as well as other parts of the Country.<span style="mso-spacerun: yes"> </span>Those present at the demonstrations (Robert P. Carpenter, Delegates Chito Garcia and Nestor Acosta Vigui, P. Joseph Fitzgerald, Fabio Pinzon and Caribbean Choy San Félix) indicate that the people demonstrated peacefully, speaking beforehand with the authorities about the intentions of the march.<span style="mso-spacerun: yes"> </span>However, but there was a time when the riot police made the decision to clear the road and attacked the unsuspecting population with tear gas, rubber bullets and shot guns. In the case of San Felix, the protesters had not even occupied one lane of the Pan American Highway, as was their intention, when they were violently repressed. There was clearly a disproportionate repression of the riot police against the unsuspecting population, resulting in serious incidents of wounded and arrested.<br /><br />2. The indigenous Ngóbe people, along with any other peoples or social groups, have the right to protest and be heard. Given the confusion and manipulation of information, it is irresponsible and disrespectful to the people Ngóbe for the government to respond to the protests by stating that the protestors are paid or acting under political banners. At the rally were people from all political parties and religious beliefs. The Ngóbe are the protagonists of their struggles, are informed and have made decisions on projects affecting them.<br /><br />3. We, as Catholic Indigenous Ministry, support the legitimate manifestations of the Ngóbe because:<br /><br />• Open pit mines in our bio-diverse territory, are NOT a model of development that promotes a healthy relationship between humankind with God's creation. The environmental and social damage these projects cause cannot be mitigates with the false expectations that are promised to the people. The Catholic Church has spoken clearly: "Not every investment is desirable. This is the case of mining ... The lack of respectful dialogue has resulted in the imposition of false development through state violence. The Ngóbe people are informed of the reality mining, do not agree with these projects and are not convince of the benefits of these projects.<br /><br />4. As Catholic Indigenous Ministry of the Diocese of David we request that the competent authorities initiate a thorough investigation of the events of February 7, 2011 and support the petition of the leaders of the Comarca Ngóbe-Bugle Comarca which asks the Assembly to withdraw the proposed reform of the Mining Code until there is a genuine dialogue and participation on this sensitive issue. En el caso de San Félix, los manifestantes ni siquiera pudieron ocupar un paño de la carretera panamericana como era su intensión, ya que fueron reprimidos antes de ocupar la vía. El conflicto de Changuinola marcó, lamentablemente, un precedente de lo que puede suceder si se sigue legislando en contra de la población. Exigimos nuestro derecho a la tierra y el respeto a la misma; reclamamos que las comunidades que han quedado fuera de las comarcas sean incluidas y protegidas bajo este régimen. mso-bidi-: EN-USfont-size:11;" lang="EN-US" ><span style="font-family:Calibri;">When we arrived at <i style="mso-bidi-font-style: normal">Suliagwatdabitdi</i> in late afternoon under a heavy downpour, most of us had our minds set on a good night’s sleep in preparation for the following day’s work. <span style="mso-spacerun: yes"></span>We came for a <i style="mso-bidi-font-style: normal">Ngóbere</i> language workshop; an attempt encourage each other in our commitment to able speak this unwritten language. <span style="mso-spacerun: yes"></span>Our group was made up of missionaries - religious and lay - ngóbe instructors and the <i style="mso-bidi-font-style: normal">sabios</i> (wise ones) who would sit amongst us throughout the encounter, keeping our efforts grounded in the richness of <i style="mso-bidi-font-style: normal">Ngóbe</i> culture.<span style="mso-spacerun: yes"> </span><?xml:namespace prefix = o ns = "urn:schemas-microsoft-com:office:office" /><o:p></o:p></span></span></p><br /><p style="MARGIN: 0cm 0cm 0pt" class="MsoNoSpacing"><span style="FONT-SIZE: 14pt; And at about one in the morning a child started crying, or better said, screaming!<span style="mso-spacerun: yes"> </span>He persisted for a long time.<span style="mso-spacerun: yes"> </span>His mother had gone to the <i style="mso-bidi-font-style: normal">fagón</i> (three stone stove) to light the fire and prepare the food they would need for the journey back home.<span style="mso-spacerun: yes"> </span>The child awoke without his mother by his side and began crying out.<span style="mso-spacerun: yes"> </span>The hunger so prevalent at this time of year surely played its part in the child´s difficult night, as we await the harvest in a few weeks.<o:p></o:p></span></span></p><br /><p style="MARGIN: 0cm 0cm 0pt" class="MsoNoSpacing"><span style="FONT-SIZE: 14pt; he was crying ‘<i style="mso-bidi-font-style: normal">meye! meye!’</i>”.<span style="mso-spacerun: yes"> </span><i style="mso-bidi-font-style: normal">Meye</i> is the ngóbe word for “mommy”.<span style="mso-spacerun: yes"> </span><o:p></o:p></span></span></p><br /><p style="MARGIN: 0cm 0cm 0pt" class="MsoNoSpacing"><span style="FONT-SIZE: 14pt; La Conferencia Episcopal de América Latina proclamó en Aparecida que “el discípulo misionero, a quien Dios le encargó la creación, debe contemplarla, cuidarla y utilizarla, respetando siempre el orden que le dio el Creador.” (Aparecida 125).<o:p></o:p></span></p><p style="LINE-HEIGHT: normal; MARGIN: 0cm 0cm 0pt; mso-layout-grid-align: none" class="MsoNormal"><span style="FONT-FAMILY: 'Arial', 'sans-serif'; COLOR: black; FONT-SIZE: 12pt"><o:p>. </o:p></span></p><p style="LINE-HEIGHT: normal; MARGIN: 0cm 0cm 0pt; mso-layout-grid-align: none" class="MsoNormal"><span style="FONT-FAMILY: 'Arial', 'sans-serif'; COLOR: black; FONT-SIZE: 12pt">Por eso, como feligreses de la Iglesia, no podemos ignorar la proliferación de proyectos hidroeléctricos en la provincia de Chiriquí, especialmente en el distrito de Bugaba. Según los últimos datos de la </span><i><span style="FONT-FAMILY: Arial, Italic; COLOR: black; FONT-SIZE: 12pt; mso-bidi-font-family: 'Arial,Italic'">Autoridad Nacional de los Servicios Públicos </span></i><span style="FONT-FAMILY: 'Arial', 'sans-serif'; COLOR: black; FONT-SIZE: 12pt">(ASEP), hay 16 proyectos hidroeléctricos en construcción, diseño final o trámites solamente en nuestro distrito. Con varios proyectos en cada río, los impactos ambientales, tanto como sociales y culturales, son graves. “Ya que los recursos son cada vez más limitados, su uso debe estar regulado según un<o:p></o:p></span></p><p style="LINE-HEIGHT: normal; MARGIN: 0cm 0cm 0pt; mso-layout-grid-align: none" class="MsoNormal"><span style="FONT-FAMILY: 'Arial', 'sans-serif'; COLOR: black; FONT-SIZE: 12pt">principio de justicia distributiva respetando el desarrollo sostenible” (Aparecida 126). <o:p></o:p></span></p><p style="LINE-HEIGHT: normal; MARGIN: 0cm 0cm 0pt; mso-layout-grid-align: none" class="MsoNormal"><span style="FONT-FAMILY: 'Arial', 'sans-serif'; COLOR: black; FONT-SIZE: 12pt"><o:p>. </o:p></span></p><p style="LINE-HEIGHT: normal; MARGIN: 0cm 0cm 0pt; mso-layout-grid-align: none" class="MsoNormal"><span style="FONT-FAMILY: 'Arial', 'sans-serif'; COLOR: black; FONT-SIZE: 12pt">Según un estudio del </span><i><span style="FONT-FAMILY: Arial, Italic; COLOR: black; FONT-SIZE: 12pt; mso-bidi-font-family: 'Arial,Italic'">Banco Interamericano de Desarrollo </span></i><span style="FONT-FAMILY: 'Arial', 'sans-serif'; COLOR: black; FONT-SIZE: 12pt">(BID), solicitado por la </span><i><span style="FONT-FAMILY: Arial, Italic; COLOR: black; FONT-SIZE: 12pt; mso-bidi-font-family: 'Arial,Italic'">Autoridad Nacional del Ambiente </span></i><span style="FONT-FAMILY: 'Arial', 'sans-serif'; COLOR: black; FONT-SIZE: 12pt">(ANAM), las concesiones de la “cuenca de agua número 102”, que nos afecta, ponen 98% del agua de los ríos en manos de empresas hidroeléctricas y dejan 2% designado para el uso doméstico, turístico, agrícola, agropecuario, entre otros (BID estudio 102-3). Esta realidad está muy </span><span style="FONT-FAMILY: 'Arial', 'sans-serif'; COLOR: black; FONT-SIZE: 12pt">lejos de los conceptos del </span><b><i><span style="FONT-FAMILY: Arial, BoldItalic; COLOR: black; FONT-SIZE: 12pt; mso-bidi-font-family: 'Arial,BoldItalic'">bien común, el destino universal de los bienes, y la justicia<span style="mso-spacerun: yes"> </span>distributiva </span></i></b><span style="FONT-FAMILY: 'Arial', 'sans-serif'; COLOR: black; FONT-SIZE: 12pt">–conceptos fundamentales de la doctrina social de la Iglesia.<o:p></o:p></span></p><p style="LINE-HEIGHT: normal; MARGIN: 0cm 0cm 0pt; mso-layout-grid-align: none" class="MsoNormal"><span style="FONT-FAMILY: 'Arial', 'sans-serif'; COLOR: black; FONT-SIZE: 12pt">Como bien sabemos, los proyectos que ya están amenazando la vida de las comunidades, forman parte de un plan que vende energía a nivel de América Central. Actualmente como país, tenemos la capacidad instalada de 1,789 megavatios. El día de mayor consumo en toda nuestra historia fue de 1,175 megavatios. Una buena planificación de energía va a tomar en cuenta el<o:p></o:p></span></p><p style="LINE-HEIGHT: normal; MARGIN: 0cm 0cm 0pt; mso-layout-grid-align: none" class="MsoNormal"><span style="FONT-FAMILY: 'Arial', 'sans-serif'; COLOR: black; FONT-SIZE: 12pt">crecimiento del país en un contexto de responsabilidad a todos los niveles: social, agropecuario, industrial y empresarial. Sin embargo, los proyectos hidroeléctricos que tienen concesiones y licencias otorgadas, con capacidad de 1,685.79 megavatios, lo que representa un total de 3,474.79 megavatios, sin incluir los otros proyectos en trámites con capacidad de producir 4,621.68 megavatios adicionales. </span><b><span style="FONT-FAMILY: Arial, Bold; COLOR: black; FONT-SIZE: 12pt; mso-bidi-font-family: 'Arial,Bold'">Es decir, un país que consume un promedio de menos de 1,000 megavatios está dando concesiones para producir cinco veces más que su consumo </span></b><span style="FONT-FAMILY: 'Arial', 'sans-serif'; COLOR: black; FONT-SIZE: 12pt">(todos los datos provienen de la ASEP). Este plan internacional no considera los efectos negativos locales que estos proyectos conllevan y reduce el agua a un simple </span><i><span style="FONT-FAMILY: Arial, Italic; COLOR: black; FONT-SIZE: 12pt; mso-bidi-font-family: 'Arial,Italic'">bien del mercado </span></i><span style="FONT-FAMILY: 'Arial', 'sans-serif'; COLOR: black; FONT-SIZE: 12pt">internacional, en lugar de una </span><i><span style="FONT-FAMILY: Arial, Italic; COLOR: black; FONT-SIZE: 12pt; mso-bidi-font-family: 'Arial,Italic'">bendición de Dios </span></i><span style="FONT-FAMILY: 'Arial', 'sans-serif'; COLOR: black; FONT-SIZE: 12pt">que nos da la vida. </span></p><p style="LINE-HEIGHT: normal; MARGIN: 0cm 0cm 0pt; mso-layout-grid-align: none" class="MsoNormal"><span style="FONT-FAMILY: 'Arial', 'sans-serif'; COLOR: black; FONT-SIZE: 12pt">.</span></p><p style="LINE-HEIGHT: normal; MARGIN: 0cm 0cm 0pt; mso-layout-grid-align: none" class="MsoNormal"><span style="FONT-FAMILY: 'Arial', 'sans-serif'; COLOR: black; FONT-SIZE: 12pt">A nivel de las comunidades hemos escuchado la promesa de progreso económico como una justificación adecuada. No obstante, la experiencia de muchos de nosotros a nivel de la comunidad es de engaños, mentiras y violencia por parte de las empresas y gobierno. Aunque mejores caminos, educación y salud son muy importantes, estos proyectos no toman en cuenta la complejidad del </span><b><span style="FONT-FAMILY: Arial, Bold; COLOR: black; FONT-SIZE: 12pt; mso-bidi-font-family: 'Arial,Bold'">desarrollo humano que va más allá de lo económico</span></b><span style="FONT-FAMILY: 'Arial', 'sans-serif'; COLOR: black; FONT-SIZE: 12pt">, ni consideran los miembros de las comunidades como verdaderos protagonistas de su propio desarrollo. “Como profetas de la vida, queremos insistir que en las intervenciones sobre los recursos naturales no predominen los intereses de grupos económicos que arrasan irracionalmente las fuentes de vida, en perjuicio de naciones enteras y de la misma humanidad.” (Aparecida 471).<o:p></o:p></span></p><p style="LINE-HEIGHT: normal; MARGIN: 0cm 0cm 0pt; mso-layout-grid-align: none" class="MsoNormal"><span style="FONT-FAMILY: 'Arial', 'sans-serif'; COLOR: black; FONT-SIZE: 12pt"><o:p>. </o:p></span></p><p style="LINE-HEIGHT: normal; MARGIN: 0cm 0cm 0pt; mso-layout-grid-align: none" class="MsoNormal"><span style="FONT-FAMILY: 'Arial', 'sans-serif'; COLOR: black; FONT-SIZE: 12pt">Este es un periodo muy importante donde las decisiones que tomemos tendrán grandes consecuencias para el bien común y la vida de las generaciones futuras. Por eso, pedimos a ustedes como representantes de los bugabeños</span><b><span style="FONT-FAMILY: Arial, Bold; COLOR: black; FONT-SIZE: 12pt; mso-bidi-font-family: 'Arial,Bold'">: </span></b><b><span style="FONT-FAMILY: Arial, Bold; COLOR: black; FONT-SIZE: 12pt">Solicitamos también, implementar las nuevas tecnologías de energía alternativa, como la solar y la eólica, en remplazo de la energía térmica e hidroeléctrica con sus nocivas repercusiones.<o:p></o:p></span></p><p style="LINE-HEIGHT: normal; st="on">River</st1:placetype></st1:place> to produce power for the Central American Electric Grid.<span style="mso-spacerun: yes"> </span>(None of our communities have electricity and there is currently no plan to receive it).<span style="mso-spacerun: yes"> </span>The tireless efforts of the Ngöbe to prevent the environmental, social and cultural damage that this project promises have produced little fruit in face of the economic power of the company, back by the government.</span></p><br /><p style="MARGIN: 0in 0in 0pt" class="MsoNormal"><span style="font-family:georgia;font-size:130%;">.</span></p><br /><p style="MARGIN: 0in 0in 0pt" class="MsoNormal"><span style="font-family:georgia;font-size:130%;">In December the company landed by helicopter within Ngöbe reservation territory with National Guard and private security armed with M16 semi-automatic rifles.<span style="mso-spacerun: yes"> </span>The company spent several weeks realizing design studies at the river while the residence of Quebrada de Arena lived in fear their lives.<span style="mso-spacerun: yes"> </span>The company left with the promise to return shortly.</span></p><br /><p style="MARGIN: 0in 0in 0pt" class="MsoNormal"><span style="font-family:georgia;font-size:130%;">.</span></p><br /><p style="MARGIN: 0in 0in 0pt" class="MsoNormal"><span style="font-family:georgia;"><span style="font-size:130%;">“If want to cultivate peace, protect creation” was the 2010 New Years message of the Pope to all Catholics and people of good will.<span style="mso-spacerun: yes"> </span>The violence that surrounds environmental destruction becomes more apparent each day, and it’s repeatedly the poorest who suffer most.<span style="mso-spacerun: yes"> of year under the mountains growing larger and larger.<span style="mso-spacerun: yes"> </span>The <?xml:namespace prefix = st1 ns = "urn:schemas-microsoft-com:office:smarttags" /><st1:city st="on"><st1:place st="on">hot springs</st1:place></st1:City> flowing from the hillside give testament to the creature inside.<span style="mso-spacerun: yes"> </span>The frequent landslides give caution that the creature is now much too large for his subterranean dwelling.<?xml:namespace prefix = o ns = "urn:schemas-microsoft-com:office:office" /><o:p></o:p></span></span></span></p><p leaves his hiding and heads back to the sea.<span style="mso-spacerun: yes"> </span>Now with seven heads and much too big for the river, his tail knocks down trees, water floods the banks and wipes out whole villages.<span style="mso-spacerun: yes"> </span>Music from traditional flutes and other instruments can be heard as he makes his ferocious dash for the sea.<o:p></o:p></span></span></span></p><p style="MARGIN: 0in 0in 0pt" class="MsoNormal"><span style="FONT-SIZE: 12pt"><o:p><span style="font-family:Times New Roman;font-size:130%;">. the sun was setting, <i style="mso-bidi-font-style: normal">Mögatda</i> came down the <st1:place st="on"><st1:placename st="on">Fonseca</st1:PlaceName> <st1:placetype st="on">River</st1:PlaceType></st1:place> where we serve as the Soloy Catholic Mission in a way even the elders have never seen or heard. Huge trees from the high mountain forest came down river, wiping out villages and crops.<o:p></o:p></span></span></span></p><p style="MARGIN: 0in 0in 0pt" class="MsoNormal"><span style="FONT-SIZE: 12pt"><o:p><span style="font-family:Times New Roman;font-size:130%;">. </span></o:p></span></p><p style="MARGIN: 0in 0in 0pt" class="MsoNormal"><span style="FONT-SIZE: 12pt"><span style="font-family:Times New Roman;"><span style="font-size:130%;">Plinio, a young Ngöbe man who always helps Fr. Charlie in guiding the missionaries through the mountains, quickly looked for higher ground with his family.<span style="mso-spacerun: yes"> </span>But like most, the only alternative was to climb trees with children in tow.<span style="mso-spacerun: yes"> </span>Plinio left his safe spot in the tree when her heard the screams of young girls in a nearby hut, and quickly saved a women and child as the waters continued to rise.<span style="mso-spacerun: yes"> </span>He waded through the water once again, returning to the hut in search of the last little girl.<span style="mso-spacerun: yes"> </span>But as he left the hut – with the girl in one arm and a pig in the other – the force of <i style="mso-bidi-font-style: normal">Mögatda</i> was too strong.<span style="mso-spacerun: yes"> </span>Plinio and the girl in his arms were among the six that died that night.<o:p></o:p></span></span></span></p><p style="MARGIN: 0in 0in 0pt" class="MsoNormal"><span style="FONT-SIZE: 12pt"><span style="font-family:Times New Roman;"><span style="font-size:130%;"><span style="mso-spacerun: yes">. </span><o:p></o:p></span></span></span></p><p style="MARGIN: 0in 0in 0pt" class="MsoNormal"><span style="FONT-SIZE: 12pt"><span style="font-family:Times New Roman;"><span style="font-size:130%;">When we gathered for mass a few days later – three bodies had been found and three were still missing.<span style="mso-spacerun: yes"> </span>The government had stopped looking, so the men from the villages took up the search.<span style="mso-spacerun: yes"> </span>After mass, which we celebrated under a tree, as the chapel was too small, we invited people to speak to the large group gathered for the quasi-funeral.<span style="mso-spacerun: yes"> </span>The words of the Ngöbe in this moment manifest there immense struggle to survive, and their deep faith in God’s loving hand.<span style="mso-spacerun: yes"> </span>They spoke of the humble bravery of the men searching the dangerous river for the remaining bodies.<span style="mso-spacerun: yes"> </span>They spoke of the need to help the families who lost the little they had, rebuilding homes, planting crops.<span style="mso-spacerun: yes"> </span>More than anything they encouraged one another to have faith in the love of God for the deceased and the now homeless.<o:p></o:p></span></span></span></p><p style="MARGIN: 0in 0in 0pt" class="MsoNormal"><span style="FONT-SIZE: 12pt"><o:p><span style="font-family:Times New Roman;font-size:130%;">. </span></o:p></span></p><p style="MARGIN: 0in 0in 0pt" class="MsoNormal"><span style="FONT-SIZE: 12pt"><span style="font-family:Times New Roman;"><span style="font-size:130%;">Two days later, we stood on the river bank along with the last body, a four year old girl; her mother and grandmother were also among the deceased.<span style="mso-spacerun: yes"> </span>I looked around at the many Ngöbe gathered in silence, waiting for several hours for the government’s OK to take the body to the chapel. In the midst of this, I couldn’t help but think of the wisdom of Vincent in encouraging his missionaries to open their lives and hearts and find Christ present among the poor.<span style="mso-spacerun: yes"> </span>Standing for hours on the river bank beside a water-bloated body of a four year old, who now laid in a grain sack, I knew that following Christ evangelizing the poor is the greatest gift and greatest challenge we face.<span style="mso-spacerun: yes"> </span>The experience of Christ in the most desperate circumstances is overwhelming, indescribable, yet “swells up” from the experience of the poor.<o:p></o:p></span></span></span></p><p style="MARGIN: 0in 0in 0pt" class="MsoNormal"><span style="FONT-SIZE: 12pt"><o:p><span style="font-family:Times New Roman;font-size:130%;">. </span></o:p></span></p><p style="TEXT-ALIGN: center; MARGIN: 0in 0in 0pt" class="MsoNormal" align="center"><i style="mso-bidi-font-style: normal"><span style="FONT-SIZE: 12pt"><span style="font-family:Times New Roman;"><span style="font-size:130%;">“And (Christ) himself wished to be born poor, to receive the poor in his company, to serve them, to put himself in their place, and even to say that the good and harm that we do to them he would consider to have been done to his person”<o:p></o:p></span></span></span></i></p><p style="TEXT-ALIGN: center; MARGIN: 0in 0in 0pt" class="MsoNormal" align="center"><span style="FONT-SIZE: 12pt"><span style="font-family:Times New Roman;"><span style="font-size:130%;">Vincent de Paul<o:p></o:p></span></span></span></p><p style="MARGIN: 0in 0in 0pt" class="MsoNormal"><span style="FONT-SIZE: 12pt"><o:p><span style="font-family:Times New Roman;font-size:130%;">. </span></o:p></span></p><p style="MARGIN: 0in 0in 0pt" class="MsoNormal"><span style="FONT-SIZE: 12pt"><span style="font-family:Times New Roman;"><span style="font-size:130%;">When Vincent said that “love is creative even to infinity” he was not speaking of the need for creativity in serving the poor, although that is surely a good thing. He was speaking, rather, of the creating and loving God who broke into human history as a poor child to a young mother of an enslaved people.<span style="mso-spacerun: yes"> </span>Vincent was speaking of how when Christ deeply desired to be present to his disciples in a concrete way, he unexpectedly left for them his very presence in simple bread and common wine.<o:p></o:p></span></span></span></p><p style="MARGIN: 0in 0in 0pt" class="MsoNormal"><span style="FONT-SIZE: 12pt"><o:p><span style="font-family:Times New Roman;font-size:130%;">. </span></o:p></span></p><p style="MARGIN: 0in 0in 0pt" class="MsoNormal"><span style="FONT-SIZE: 12pt"><span style="font-family:Times New Roman;"><span style="font-size:130%;">I think Vincent knew that God, in all his abundant creative love, enters our story in ways we often fail to see.<span style="mso-spacerun: yes"> </span>I believe Vincent understood this most in his accepting the way Christ is present in a special way among the poor.<span style="mso-spacerun: yes"> </span>In sending his missionaries to the margins of society and the forgotten corners for the world – he was inviting them to accept the gift of <i style="mso-bidi-font-style: normal">God once again breaking into our story</i>, our journey, in the humblest of ways – through the lives of<span style="mso-spacerun: yes"> </span>those who God loves most.<o:p></o:p></span></span></span></p><p style="MARGIN: 0in 0in 0pt" class="MsoNormal"><span style="FONT-SIZE: 12pt"><o:p><span Roman;"><span style="font-size:130%;">I come to realize more each day the privilege it is to journey amongst the Ngöbe as a Vincentian, share their joys and celebrate their culture, as well as witness </span>A common question that enters my head before opening my eyes is “Where am I?”<span style="mso-spacerun: yes"> </span>Sleeping most nights in a different village, mornings can be disorienting.</span></p><p style="MARGIN: 0in 0in 0pt" class="MsoNormal"><?xml:namespace prefix = o ns = "urn:schemas-microsoft-com:office:office" /><o:p><span style="font-family:Times New Roman;font-size:130%;">. </span></o:p></p><p style="MARGIN: 0in 0in 0pt" class="MsoNormal"><span style="font-family:Times New Roman;font-size:130%;">I was lying on the ground, which was not that unusual, and I was in the midst of the indigenous Ngöbe, which also is not out of the ordinary.<span style="mso-spacerun: yes"> </span>But I was not in the <?xml:namespace prefix = st1 ns = "urn:schemas-microsoft-com:office:smarttags" /><st1:placename st="on">Chiriquí</st1:PlaceName> <st1:placetype st="on">Mountains</st1:PlaceType> this morning; I was waking up in <st1:placename st="on">Cathedral</st1:PlaceName> <st1:placetype st="on">Park</st1:PlaceType>, in the middle of <st1:city st="on"><st1:place st="on">Panama City</st1:place></st1:City>.</span></p><p style="MARGIN: 0in 0in 0pt" class="MsoNormal"><o:p><span style="font-family:Times New Roman;font-size:130%;">. </span></o:p></p><p style="MARGIN: 0in 0in 0pt" class="MsoNormal"><span style="font-family:Times New Roman;font-size:130%;">I got up, put on my shoes, and walked down to the bay to watch the sun come up.<span style="mso-spacerun: yes"> </span>When I came back to the plaza around 7am, someone has made coffee on the open fire, as in the mountains.<span style="mso-spacerun: yes"> </span>I sat down on a bench and began reflecting on the gospel I would preach the next day – Thomas refusing to accept the testimony of the other disciple proclaiming the Risen Christ.<span style="mso-spacerun: yes"> </span>I though of the Ngöbe and poor farmer sleeping on the plaza in front of me and the way in which it is so difficult for us to accept the testimony of those who represent Christ crucified today.</span></p><p style="MARGIN: 0in 0in 0pt" class="MsoNormal"><o:p><span style="font-family:Times New Roman;font-size:130%;">. </span></o:p></p><p style="MARGIN: 0in 0in 0pt" class="MsoNormal"><span style="font-family:Times New Roman;"><span style="font-size:130%;">As I was reflecting, I saw a group of people walking directly towards the plaza, somewhat odd at 7am, but did not take much note… deep in though.<span style="mso-spacerun: yes"> </span>As the group came closer I was startle from my meditation at the realization of what was happening… I saw him in the middle of the group and first rejected the idea, thinking he was still in <st1:country-region st="on"><st1:place st="on">Chile</st1:place></st1:country-region>.<span style="mso-spacerun: yes"> </span>But he wasn’t in <st1:country-region st="on">Chile</st1:country-region>, he was now in <st1:place st="on"><st1:placename st="on">Cathedral</st1:PlaceName> <st1:placetype st="on">Park</st1:PlaceType></st1:place> coming towards us and our group was far from ready to have the encounter they had so long awaited.<span style="mso-spacerun: yes"> </span>I stood up, and walking through those still sleeping on the ground, said “Get up, we need to get up”.<span style="mso-spacerun: yes"> </span></span></span></p><p style="MARGIN: 0in 0in 0pt" class="MsoNormal"><o:p><span style="font-family:Times New Roman;font-size:130%;">. </span></o:p></p><p style="MARGIN: 0in 0in 0pt" class="MsoNormal"><span style="font-family:Times New Roman;font-size:130%;">“Buenos Dias”, he said and extended his hand.<span style="mso-spacerun: yes"> </span>I shook it and welcomed him to the “camp”.<span style="mso-spacerun: yes"> </span>Assessing the makeshift camp of tarps and protest banners, he said “Let’s go across the street to have a coffee”.<span style="mso-spacerun: yes"> </span>I asked him to give us a few minutes, as everyone quickly gathered themselves and searched for those who had stayed off.<span style="mso-spacerun: yes"> </span>We left <st1:place st="on"><st1:placename st="on">Cathedral</st1:PlaceName> <st1:placetype st="on">Plaza</st1:PlaceType></st1:place> and entered the gates behind him – a pivotal moment in a long fought struggle for justice.<span style="mso-spacerun: yes"> </span>As the newspapers would put it eh following morning… “President Torrijos finally receives the indigenous!”</span></p><p style="MARGIN: 0in 0in 0pt" class="MsoNormal"><o:p><span style="font-family:Times New Roman;font-size:130%;">. </span></o:p></p><p style="MARGIN: 0in 0in 0pt" class="MsoNormal"><span style="font-family:Times New Roman;font-size:130%;">Let me back up a bit…</span></p><p style="MARGIN: 0in 0in 0pt" class="MsoNormal"><o:p><span style="font-family:Times New Roman;font-size:130%;">. </span></o:p></p><p style="MARGIN: 0in 0in 0pt" class="MsoNormal"><span style="font-family:Times New Roman;font-size:130%;"><em>Several months ago, the indigenous Ngöbe, as well as communities of poor rural farmers (campesinos) - who have been struggling for years against the destruction of their lands, societies and cultures in the face of hydroelectric dams and open-pit mining projects - decided to take the campaign to the capital.<span style="mso-spacerun: yes"> </span>The form of the protest took many different shapes before the final consensus was reached - send a large delegation representing many indigenous and campesino communities to the capital for three days of marches, campaigning, educational sections, etc.<span style="mso-spacerun: yes"> </span>A central goal of the trip would be pressuring the government to at least acknowledge the human rights abuses, indigenous rights abuses, corruption, and lack of true mechanisms of participation, which surrounds these projects.</em></span></p><p style="MARGIN: 0in 0in 0pt" class="MsoNormal"><o:p><span style="font-family:Times New Roman;font-size:130%;"><em>. </em></span></o:p></p><p style="MARGIN: 0in 0in 0pt" class="MsoNormal"><span style="font-family:Times New Roman;"><span style="font-size:130%;"><em>The three days were very fruitful, and received much national and international press.<span style="mso-spacerun: yes"> </span>The several hundred campesinos and indigenous set up camp between the National Cathedral and the presidential palace.<span style="mso-spacerun: yes"> </span>As the end of the three day campaign approached, it became evident that the government was ignoring the poor camping on their doorstep – and so the “stand-off” began.<span style="mso-spacerun: yes"> </span></em></span></span></p><p style="MARGIN: 0in 0in 0pt" class="MsoNormal"><span style="font-family:Times New Roman;font-size:130%;"><em>The camp would remain.</em></span></p><p style="MARGIN: 0in New Roman;"><span style="font-size:130%;"><em>Although many people in the group had to return to other parts of <st1:country-region st="on"><st1:place st="on">Panama</st1:place></st1:country-region> after three days – a contingent remained, with a continual flow of other arrived and began to replace those who left. A 24 hour presence was maintained, and some stayed for the duration.<span style="mso-spacerun: yes"> </span>I had only arrived at the camp the day before, having come from a 5 day retreat where my thoughts were always in <st1:place st="on"><st1:placename st="on">Cathedral</st1:PlaceName> <st1:placetype st="on">Park</st1:PlaceType></st1:place>.<span style="mso-spacerun: yes"> </span></em></span></span></p><p style="MARGIN: 0in 0in 0pt" class="MsoNormal"><o:p><span style="font-family:Times New Roman;font-size:130%;"><em>. </em></span></o:p></p><p style="MARGIN: 0in 0in 0pt" class="MsoNormal"><span style="font-family:Times New Roman;font-size:130%;"><em>The reason for the government not acknowledging the group – and thus not receiving the official document the group prepared with the help of human right groups – was not evident.</em></span></p><p style="MARGIN: 0in 0in 0pt" class="MsoNormal"><span style="font-family:Times New Roman;font-size:130%;"><em>Rumors began to make their way into the press – that the group was financially supported by the Venezuelan socialist government of Hugo Chavez, that the group was being financed by oil companies who would suffer from hydro-plants, or that the group was a front for a number of other interests.<span style="mso-spacerun: yes"> </span>The rumors were painful for the group, which remained firm in its resolved and announced that the camp would exist until the president spoke.<span style="mso-spacerun: yes"> </span>The number of days of the “stand-off” was daily news in the papers, radio and TV…day 15…day 16...</em></span></p><p style="MARGIN: 0in 0in 0pt" class="MsoNormal"><o:p><span style="font-family:Times New Roman;font-size:130%;"><em>. </em></span></o:p></p><p style="MARGIN: 0in 0in 0pt" class="MsoNormal"><span style="font-family:Times New Roman;font-size:130%;"><em>During the day – there was always many visiting groups, university students, the press, human rights groups – the atmosphere was one of wonderful <span style="mso-spacerun: yes"> </span>solidarity, national and international – yet always in the shadow of the silent presidential palace… until Saturday morning… day 19.</em></span></p><p style="MARGIN: 0in 0in 0pt" class="MsoNormal"><o:p><span style="font-family:Times New Roman;font-size:130%;">. </span></o:p></p><p style="MARGIN: 0in 0in 0pt" class="MsoNormal"><span style="font-family:Times New Roman;font-size:130%;">I had about ten minutes to speak one-on-one with the president while the group prepared.<span style="mso-spacerun: yes"> </span>I entered the presidential palace, as most of the others, wearing the jeans and t-shirt that I had slept in (not exactly the vision one has of a meeting with a president).<span style="mso-spacerun: yes"> </span>We entered the “Salon de Paz” and I hoped the name would have some meaning as we left.</span></p><p style="MARGIN: 0in 0in 0pt" class="MsoNormal"><o:p><span style="font-family:Times New Roman;font-size:130%;">. </span></o:p></p><p style="MARGIN: 0in 0in 0pt" class="MsoNormal"><span style="font-family:Times New Roman;font-size:130%;">The president closed the door on the press who now started to descend on the palace.<span style="mso-spacerun: yes"> </span>The only other person in the room besides the 20 or so of us and the president was one of his assistants.</span></p><p style="MARGIN: 0in 0in 0pt" class="MsoNormal"><o:p><span style="font-family:Times New Roman;font-size:130%;">. </span></o:p></p><p style="MARGIN: 0in 0in 0pt" class="MsoNormal"><span style="font-family:Times New Roman;"><span style="font-size:130%;">The document was presented to the president, and Larissa, a campesina fighting to prevent a dam being built in the <st1:place st="on"><st1:placename st="on">Cobre</st1:PlaceName> <st1:placetype st="on">River</st1:PlaceType></st1:place> facilitated the meeting, that would last almost three hours. <span style="mso-spacerun: yes"> </span></span></span></p><p style="MARGIN: 0in 0in 0pt" class="MsoNormal"><o:p><span style="font-family:Times New Roman;font-size:130%;">. </span></o:p></p><p style="MARGIN: 0in 0in 0pt" class="MsoNormal"><span style="font-family:Times New Roman;font-size:130%;">The Ngöbe spoke of people’s crops and huts being burned, people being forcibly removed from their lands, children being hit by police, and the continual presence of police in the mountains, which was never a Ngöbe custom.<span style="mso-spacerun: yes"> </span>Campesinos spoke of corruption, manipulation, and a system that leaves them helpless against transnational corporations and a government system that provides false mechanism of consultation that leaves all power in hands of the companies and government.</span></p><p style="MARGIN: 0in 0in 0pt" class="MsoNormal"><o:p><span style="font-family:Times New Roman;font-size:130%;">. </span></o:p></p><p style="MARGIN: 0in 0in 0pt" class="MsoNormal"><span style="font-family:Times New Roman;font-size:130%;">Much of the testimony was personal and emotional, coming from people living the tragic reality day after day.</span></p><p style="MARGIN: 0in 0in 0pt" class="MsoNormal"><o:p><span style="font-family:Times New Roman;font-size:130%;">. </span></o:p></p><p style="MARGIN: 0in 0in 0pt" class="MsoNormal"><span style="font-family:Times New Roman;font-size:130%;">Larissa asked me to close the presentation, speaking after all was said on the part of the campesinos and indigenous… I thanked the president for receiving and listening to us.</span></p><p style="MARGIN: 0in 0in 0pt" class="MsoNormal"><span style="font-family:Times New Roman;font-size:130%;">After hearing the testimony of the group, I spoke about a Catholic vision of development that considers the needs and dignity of the poor first.<span style="mso-spacerun: yes"> </span>I spoke of the need to truly listen and learn from the indigenous and campesinos, and the need to form new mechanisms of true participation in a progress that respects their cultures and values.</span></p><p style="MARGIN: 0in 0in 0pt" class="MsoNormal"><o:p><span style="font-family:Times New Roman;font-size:130%;">. </span></o:p></p><p style="MARGIN: 0in 0in 0pt" class="MsoNormal"><span style="font-family:Times New Roman;"><span style="font-size:130%;">Things were now in the presidents hands.<span style="mso-spacerun: yes"> </span>After addressing some of the specifics, including promising investigation into human rights violations and some general responses to the demands in the document – he made one commitment… to form a new “working group” that would work directly with the issues presented and work with the indigenous and campesino communities.<span style="mso-spacerun: yes"> </span>He promised to from the “group” by Wednesday.<span style="mso-spacerun: yes"> </span></span></span></p><p style="MARGIN: 0in 0in 0pt" class="MsoNormal"><o:p><span style="font-family:Times New Roman;font-size:130%;">. </span></o:p></p><p style="MARGIN: 0in 0in 0pt" class="MsoNormal"><span style="font-family:Times New Roman;font-size:130%;">After leaving the palace, the group decided to stay camping in <st1:place st="on"><st1:placename st="on">Cathedral</st1:PlaceName> <st1:placetype st="on">Park</st1:PlaceType></st1:place> until Wednesday when they have a written reply to the demands, and the names and nature of the newly proposed “working group”.</span></p><p style="MARGIN: 0in 0in 0pt" class="MsoNormal"><o:p><span style="font-family:Times New Roman;font-size:130%;">. </span></o:p></p><p style="MARGIN: 0in 0in 0pt" class="MsoNormal"><span style="font-family:Times New Roman;"><span style="font-size:130%;">By no means did we leave the presidential palace with the feeling that victory was won.<span style="mso-spacerun: yes"> </span>We did leave, however, feeling that new ground had been gained.<span style="mso-spacerun: yes"> </span>The struggle is no longer only in the mountains, it was now at the centers of power.<span style="mso-spacerun: yes"> </span>And the government was forced to accept an embarrassing reality – the poor are suffering from a national development plan that rarely takes them into account. <span style="mso-spacerun: yes"> </span>With God’s blessing… this small victory will be looked back on as a turning point in a long fought battle.<span style="mso-spacerun: yes"> </span></span></span></p><p style="MARGIN: 0in 0in 0pt"
